If you can FTP, you can pretty much do anything... there's nothing to stop you from creating a file that uses the extension .htaccess, then uploading and renaming it to .htaccess. That's what I did.

There are a number of similar hosting services like that too. sidez.net, f2g.net and f2o.org. Sidez is kind of limited I guess but it has four hosting plans. f2g.net has just 15 MB space and currently isn't accepting signups, but they allow you to edit your .htaccess file and also have PHP4...

Try http://www.0catch.com or one of it's partners. 100 MB and 1MB file size max per upload. Subdomain and in English. Not sure about the bandwidth. If you add a <nobanner> tag in your page it will have a popup instead.

I used to use web1000 too, but I have switched hosts due to the problems they have. Web1000 updates the site based on the number of users accessing their FTP site, so if ftp.web1000.com takes some time, try using: ftp2.web1000.com ftp3.web1000.com ftp4.web1000.com ftp5.web1000.com...
