Which ADS is good for me?

I want to run Free Froum hosting (Subdomian not subdir) in multi languages one of these language is Persian (Iran -Farsi) Now I want to know which ADS is good for my work?
I can not use google ADS because they do not accept Iranian website.
I need PPC which accept none-US traffic and click.

BidVertiser. But, I would say build your userbase first, THEN Get ads, and sell the adspace yourself, like this forum does, so you'll make more money without the risk of getting terminated.

When I start I do not have any user then I can not get ADS I think for beginning it would be better that I use ADS.

Have you considered advertising directly on other websites (relevant to your niche) that have Iranian/Persian languages? I think this could also be a good option.
