i tried clickxchange ,need me first pay 500$ .
shareasale,need 150$ for setup .
i have affiliate program,just need more affiliate.
don't need to cost 150$ to setup.

you could try some PPCSE's such as revenuepilot or maybe google adwords?

Google Adwords is the cheapest I can think at the top of my head. I've been using them for a while, and the results are pretty good.
