Are you referring to the graphing aspect? If so MRTG will run happily on a small VPS

Traffic Wise, a decent spec'd VPS not on an oversold node or a CoreDuo would cope if optomizied.

I think he was referring to the server specs, not the MRTG.

If you're going into file hosting, better have enough HDD to support all the hosted files, not to mention a good deal for BW as if your site gets popular, you want to stay away from overage charges.

There's no mathmatical formula you can use to decide which server will work best, but i wouldn't recommend a p4 or lower

You could use an clustered-cloud hosting provider to do this and reduce your costs greatly. There are currently two decent priced companies that offer clusterd-cloud hosting.
