you can take a look at http://www.wildfyre.com/services/shells2.htm. They've been around for a very long time (Internet-wise) and have a very good reputation for shell accounts/ircd.
I wouldn't go with anything cheap, it'll just mean that they won't last. Shell providers have a very high rate of fraudulent signups and they're bound to get hit by hack attacks on a regular basis. Go with a company that's proven itself to be able to handle them and not one that'll just run away with your money.
