Fairly easy; Getting them to join is hard. Unless they are bots, then those are easy to get to join and make thousands of accounts.

I think it's quite hard because a majority of users here come to advertise or find offers, due to FWS being so big. So the user base is exponential, while if you just start out some people would think it's too much a hassle to advertise on a site with almost no traffic, and likewise people seeking hosting will not find a great variety of offers. FWS started off early to took control of a large portion of the free web hosting niche, when there were not many forums dedicated to free web hosting.
Basically it has a good start.

Right now it will be hard since FWS exists along with others.
But are you talking about the forum side or the website search?
I would imagine the search would be easier to grab some attention of users compared to forums.

It is easy to "create" a similar website like FWS but there too far too many sites currently targeting the same amount of users. You should target a niche if you want your forum to grow.
