Is it possible to do the following:

Have two forums, and registration forms be connection.
So if a user registers on one forum they are registered on the other. Both forums raise post count. The forums would each be the same forum software.

Just wondering if it can be done.

I wouldn't see why it wouldn't be do-able. What forum software is it you want to try it with?

You'd just have to modify the relevant queries on each installation to pull data to both databases.

If both forums are on the same machine, then I would use a plugin for the registration part, I think the post count part will require actual modifications because you need to stop forum B recounting posts using it's own records, I'm not sure how often, if at all, mybb does that ...

I may try it if I can connect network sites of mine in the future. To allow members to browse the network easily without excess amounts of registration.

Does it support (or have a plugin) for OpenID?
If so, then registration part is easily solved.
