If I recall it is just normal shift+JIS encoding. Most websites actually support it, and I've even seen people use it on IRC.

Yes, we can write in chinese here.
Just that there are no 1 is posting anything in chinese yet until now, coz it is an english forum here.

I don't install chinese font on Windows, so I see just [][][] symbols.

Really? I can see the Chinese symbols, but I can't remember that I have installed them.
