All sites are unavailable or slow from time to time - even one as big and popular as Yahoo. You can't really judge a host's services from one visit. To make a fair assessment you need to have an active account with them for several weeks at least.

Well, it seems more than a little odd that someone would spend $160 on a license for vBulletin, and then try to find free hosting for it. As the license is for a particular domain, it's doubly odd that the original poster didn't mention that he/she needed domain support.
