Your going to have to lower your requirements.....you are asking for bandwidth at $0.65 per gig. The usual cost the "hosts" have to pay for it is $1-$5 per.

For decent bandwidth, yes. However, for hosts using Cogent primarily, they're only paying about 20&cent a gig.

What I meant that if he wants root access to the server is that he's not going to find what he wants for that price.

Well that depends on server security and if the SysAdmin is allowing non-root access to it.. It's generally a good idea not to allow it in a virtual hosting environment.
