I doubt if you will find a VPS solution with that price range. cPanel/WHM license itself costs $15/mo, SSL cert around $15/year and other requested addons for example fantastico/softaculous are also not free.

It's doable at the top end of his budget. The biggest issue with this request is going to be the IRC, as most datacenters don't allow it, due to the abuse that normally comes with it. As well, he is going to have to understand that any trial is not going to come with cPanel, Softaculous, etc.

I am totally agree with you. I can see OP has also posted same request for shared web hosting. Shared hosting would work for OP if he excludes IRC and 30 trial from his request.

I totally agree. Bugdet is too low and however u can get 15 cpanel license trial that cPanel itself offers. Softaculous you can use free version. But host to offer vps for 30 days for free. Not so reasonable. Better look for 30 days money back guarantee.
