I need

at least 20MB
3GB per month
shouldn't be more than 15$ per year.
MySQL would be a plus.

Discount hosting has a good reputation for low budget hosting. It is recommended to go with them if you have a very low budget. Dont make any mistake by going with unreputable host, especially since you are paying for the whole year.
