Hostbill is a premium billing software ... quite comparable to WHMCS. It also has some very rich features that WHMCS doesn't have.

If you're any good at programming, just write a solution to suit your needs. I developed my own from the ground up, only took me a few hours to get a working framework together, that continues to improve each time I sit down with it to add features.
Or if you want a solution now, just go with one of the two packages already mentioned.
