Not anymore. Here's a quote from their FAQs page :

Q: Can I use CGI scripts on my site?
A: At this time we do not offer cgi access on our server.

Apart from that, they look like a pretty decent ad supported free host.

I got there, log in, get on the file manager, then I pick a file, then I press upload, then it just loads the same page again.
