It helps to invite some friends that will post from time to time to help get things going. Also, make sure you add plenty of keywords in your meta tags so that the search engines will grab them.
Promote your forum on websites that allow you to do so, like directories and such.

Content is key when starting a forum.
If people find it and see that there is nothing there then they leave, start topics that new members or guests might find usefull and reply to.
Dont have to many forums on the board to start with or it will look empty, start with a few and then create any more you need as people are posting

As above, content is key.
Also interactivity, allowing users to upload their own content, like photographs, will be a big plus.
Also, people with good-looking avatars/photos on profile pages (even if you fake them) can encourage people to register- everybody likes talking to hotties.
And start topics every now again with titles like "i always said that human are dumb creature" lots of people like throwing in their 2cents when there is a little controversy.
