im back i shifted my home and took to long to get net

anyways i have a doubt
recently from past 2-3 months i was searching for a domain name for a new company
the problem is that i already developed softwares in that name as the domain.com was available where i could support the product
but the fault i did was i dint buy it that time
no one knew these ideas of mine
then too someone bought that domain
now he demands minimum $30,000
which is truly not affordable for a Non Profit Org
i then searched for domain in other tlds none are available
then i looked for ccTld and came to know most of them are costlier than domains
so i came up with a new idea
Making a new TLD
so do i have to be icann certified?
else or even what's the systems reqd?
what's the procedure?
