PSD needs to be spiced to HTML (and CSS)

Im looking for some quotes from you guys on splicing up a PSD. It's still being worked on by a designer of ours, but it will look like something of the following:

changes being made: we'll be removing that whole image gallery thing to the right and will be making that into a space for google ads - the center will be just a greyed background and that "sub link" bar under the tabs will be used for the page title (e.g. about us, contact, etc...)

Surely you'd want that design made with Jquery or similar? How would the left and right buttons function without JS or AJAX?
