Sorry to disapoint you, but your not going to get a reliable host offer you what you need.
Proxy scripts use up too much CPU for free (And sometimes Paid) hosting. If you want what you need, look into a cheap VPS, you can pick one up for less than $10 these days, just take a look at rapidvps.
