It isn't a good idea to overload forums with too many options to start. They can be added later when the traffic picks up. Otherwise they look little used and people will stop visiting.

And by not using it at the early stages, it takes longer for the forums to get well established. If everyone who goes there at least just posts 1 msg saying hello or whatever instead of thinking "well im not going to post because theres no one here", there would be a fair amount of people and it would be popular.

Wouldnt it?
