Why don't they just get some warships, knock out the ship's communications, and wait for them to starve to death.

They'd survive for weeks, maybe longer.

You'd think they wouldn't give them the money. Everytime they do it, they get what they want, and they continue to do it, getting what they want. Yet they have the army etc monitoring the shore to stop them, yet when they actually do it they get what they want. Stupid system.
