We're up for our next round of servers around mid October I'd say, so we're doing a lot of shopping around this time.

Ensim.com offers this for $99/yr for 100 domains and $199/yr for Unlimited domains, I can only get WHM/Cpanel on a month to month basis.

Legal only, subject to US law ( adult content is allowed aslong as its legal ).

Servers would be setup in 4 - 72 hours of order confirmation and payment, depending if the server is in stock or not, there will be PIII 1Ghz, 512MB ram available soon, but not so cheap

24/7 management/support?

The management services only include software updates and reboots, additional managed servers are available however charged per hour/half-hour

As for ensim, we do not have access to any cheap plesk licences, only cpanel - plesk is available from plesk.com but it has a heafy fee(one-time). I believe some people offer cheaper licences, but at this time - I do not.
