I'm sorry, but you're going to have to at least triple or quadruple your budget. You're not going to get a Xen based VPS from a reputable provider with 100GB of space and "unlimited" bandwidth for 20 dollars.

I believe you need to increase your budget.
The current budget you stated here, will just enough for OpenVZ VPS, if you are lucky to get an offer with this price.

for that price i can provide what you need , but it is based on XenServer ( still xen only a bit differend)

and it contains windows , if that is not a problem then i can help you

but for the price of 20$ you can not get anyhting even close to what you ask , specialy not if it is xen (as that is dedicated ram and that makes the price so expensive)
