When you go to the domain, I want it to go to portal.php ... not index.php

Post your config file so we can see it and help you better.
dmmcintyre3 upon further inspection of the conf file, I saw that it was saying to include another conf file, which was saying to include another conf file... Somewhere down the line I had to edit another index file setting, and it fixed it.
