I think that is a bit of a generalization, dont you think?
Your requirements are a little to small for a VPS in my opinion. cPanel, would eat a lot of the 3gb up just by itself. Not to mention the reduced usage you can have on the account. With resellers you get the full use of the server if needs be. With a vps you are restricted.

Well then in my opinion a VPS that has access to only limited resources is not your best choice. Im struggling to grasp why you think you need a VPS. I personally think you should be better of with a reseller plan.

Most VPS' are not going to give you anymore processing power than a reseller account for the price your looking for. You'd be lucky to get a guaranteed 64MB of ram and 100mhz.

BUT! CPanel barely runs on less than 256MB of ram and 1.2GB of space, so your request is a little off.
