I didn't know pagerank is still a factor in anything anymore. It used to be all you wanted and needed! But is that still relevant?

Although I still do get excited when new PR updates are released I don`t really bother with as much as I used too. I would recommend you go for page authority. Over the years Ive learned how to spoof PR it`s quite easy now to get a PR 4 - 5, even 6 for a new domain with very little in-bound links.

But PR don`t really help you much in the SERP`s. (Not like it used too) for example I have some PR 6 pages with little to none page authority, but I could sell links on those pages for $40+ per month if I wanted too to unsuspecting webmasters.

So in simple, think about page authority over page rank!!
 
Back links are very important for making the PR of any site. You should have to try to make the links form your niche sites which are form the high PR sites and as do follow too
 
Create the site, add quality content and make the on-page and off-page SEO. While you are doing all these you have to add new content and optimize it, too.

If you really want to get good PR for your new site then exchange links with quality sites.And also update your site regularly with some good ,original and fresh content.Because content matters a lot to Google.

You can get quality backlinks and other offpage optimization techniques to get noticed. New PR updates are coming periodically, so it will help you to guide for; where you stand in quality score / quality backlinks. I believe in thematic (niche) base links to build audience.
