FreeWebSpace is definitely the best place. Particularly the listing in the Free Webhost Directory, but then for you to get a good ranking in the Directory, you have to have lots of traffic to your Website. In order to generate that traffic I'd say that a Discussion Forum is your best bet. As it attracts people to your Website. Generates plenty of traffic. Gets you up in the page ranking. I'd say for a Free Webhost a discussion forum has to be the most effective advertising tool. It does take lots of hard work. You have to find good staff and moderators to help you. And you have to fight spam. But in the end it is worth it as it can help with the support side of things as well.
