Free PSD editor?

is there a psd editor out there? free. i know there is gimp 2 but it only reads them, not edits them. i just dont have the money to buy adobe photoshop. is there some "behind the scene" program that no one barely know about that edits psd files?

i tryed paint dot net and it dont work.

Likewise, we're talking about very pricey software here... if you have licenses like that I think you'd be pretty wealthy by now and by NOT giving them away for free... :shame:
