To be firm, if you want reliability for the specs you require at 25 to 30 bucks, you are going to be still looking next year.
For the specs you posted, 50 GB space, 100 GB Bandwidth etc, you will need to be spending at LEAST 35 to 40 bucks per month and that would be pushing it with cPanel installed too.
