uhm, you buy IP's in Class C's or more... now ARIN wont sell ip's unless you are buying in thousands.. you cant just allocate 1 IP to yourself.. even if you do, you have to setup a router to ROUTE the ip to you, and in this case, my question is, will your ISP route an IP to you which you own ? ...

get apache from apache.org and get activeperl (not 100% sure of the website).. its not the easiest process ... if you use linux , it wouldnt be hard, but apache doesnt look very good to a windows user

have you pondered over writing your own or having a custom one written for you ? I think custom solutions are the best, but i'm biased as I've developed plenty of custom systems

I dont think you REALLY want to use perl for a banner exchange, banner exchanges get tons of hits, and perl uses way more resources, you'd be better sticking to PHP

I'm starting to prefer PostgreSQL ( http://www.postgresql.org ) now .. simply because its free, and it has TONS of more features that Oracle has, AND its catching up in speed to mySQL .. which is a good thing

PHP in my opinion.. its 1. easy for a beginner to learn 2. flexible 3. faster than perl 4. i like it :) f2s i think supports PHP .. if you're looking for a free host... most commercial hosts support both...

uhm, if the mail server can be setup to accept emails for an ip address instead of name based pointing, it should work

an algorithm could be written... heck, i had the foward conversion built into my control panel a year ago, its doable, but totally pointless .. and 4 lines of code :)
