XAMPP is my favorite, google it. As for NAT, you can get around that by getting RASPPOE (free) or WinPoET (not free) and it will work fine.

Google for me was probabily the best paying site, Ive earned well over $1300 for about 4000 clicks. What I like about it is the ads show according to your content, and thats how I get my clicks.

I wouldnt go with HostGool, they sign you up for the 50MB plan and they say after 1 month they can upgrade you to 1GB/120 GB after you prove your site has 300+ visitors.
