I would suggest an ATI HD4850 + Intel Core2Duo E2200, if you know where to go, you could get them both for £200-£250.

I like yearly, because you can offer it cheap, knowing most people aren't going to use it for a year anyway. Monthly is good for larger, more expensive plans.

10GB average per account on one of my servers, its mostly full of videos, and I don't oversell on that server. It shows that customers do know when they can use up the space they are given, and when they cannot. So you don't have to oversell, you just need to find the right customers.
